As the ministerial exams approach, the issue of shutting down the internet is raised every year under the pretext of preventing exam leaks. However, this measure greatly affects citizens, students, business owners, educational institutions, and service sectors.

The real problem is not the existence of the internet itself, but rather the current mechanism of transporting exam questions, which still relies on early paper-based distribution, opening the door for leaks during the first hours before the exam.

Therefore, I propose a modern technical solution that could fundamentally solve this issue without the need to cut off the internet across Iraq:

🔹 Establishing a secure central server under the Ministry of Education
🔹 Storing exam questions in encrypted form using advanced encryption technologies
🔹 Connecting dedicated printers inside examination centers directly to the server
🔹 Decrypting and printing the questions only at the exact moment the exam begins
🔹 Preventing access to the questions before the scheduled time, even from inside the examination centers themselves
🔹 If a copy is leaked online, the source of the leak can be identified immediately

Through this approach:
✅ The possibility of leaks would be minimized to the lowest level
✅ Internet stability and digital services would be maintained
✅ Iraq would keep pace with modern technological developments in exam management
✅ It would present a civilized image of digital transformation in Iraq

Iraq possesses the technical talents capable of implementing such a project, and we hope this step can become the beginning of smart solutions instead of temporary traditional measures.
